Rhine Drought Forces Cargo Cuts and Raises Risk for German Chemical Supply Chains

Exceptionally low water levels on the Rhine are again disrupting German inland shipping, forcing vessels to reduce cargo loads and increasing concern about raw-material deliveries to major industrial and chemical sites.

The problem is especially acute around Kaub, a critical section of the river where shallow water has repeatedly constrained commercial navigation.

For chemical producers and commodity traders, the latest drought is a reminder that inland logistics can become a major supply-chain bottleneck even when seaborne import capacity remains available.

Rhine traffic is being constrained by record-low water

The Rhine accounts for around 80% of Germany's inland shipping, making it one of the country's most important industrial transport corridors.

Near Kaub, the navigation channel is roughly 20 centimeters shallower than surrounding sections, forcing vessels to reduce their loads when river levels fall.

The Financial Times reported that water at the Kaub gauging station reached a record low, more than 50% below the previous 2018 low.

A local ferry suspended operations because of the conditions, while cargo vessels have sharply reduced loading.

Chemical and industrial deliveries are affected

Lower vessel drafts are impairing deliveries of coal, oil, ore and other bulk materials to industrial sites along the Rhine.

The corridor serves major companies including BASF, Bayer, Covestro and Thyssenkrupp, making river conditions directly relevant to chemical and manufacturing output.

Germany's chemicals industry has warned that producers face higher freight costs and may have to reduce production if logistics constraints persist.

When a barge can carry only part of its normal load, moving the same tonnage requires more vessels, more voyages and higher unit transport costs.

Germany has waited decades for deeper navigation capacity

The current disruption has renewed criticism over a project to deepen the critical Rhine section near Kaub.

Plans to remove submerged rock and improve navigation date back to 1992, but the project remains incomplete more than three decades later.

Industry representatives argue that deeper navigation would not eliminate drought risk, but it would allow ships to continue carrying commercially viable loads for longer during low-water periods.

The current project timetable extends well into the next decade.

Road alternatives cannot fully replace river capacity

Several German states have taken emergency steps to make more road freight capacity available.

However, shifting large bulk volumes from barges to trucks is expensive and operationally difficult, particularly for chemicals, minerals and other industrial feedstocks.

The result can be higher freight rates, congestion and production planning problems throughout the supply chain.

Delivered chemical cost becomes more sensitive to inland freight

For importers and distributors, the disruption reinforces the importance of evaluating the entire logistics chain rather than only the ocean freight or FOB price.

A chemical or fertilizer cargo discharged successfully at a European port still has to reach the consuming plant or warehouse.

Low Rhine levels can therefore affect:

- inland freight rates;
- available barge capacity;
- delivery schedules;
- plant inventories;
- replacement transport costs;
- production continuity.

For chemical markets, the Rhine is again functioning as a physical chokepoint whose condition can materially alter delivered economics across Germany and neighboring markets.
